Warning and Recommendation Regarding the Unregulated Use of Smart Technologies in Tracking Marginalized Communities

With the rapid expansion of artificial intelligence technologies—particularly facial recognition systems and data analysis tools—new challenges have emerged related to their use in conflict zones, refugee camps, and asylum centers. These developments raise serious concerns about the protection of individuals’ privacy and rights.
The International Organization for Human Rights and Refugee Affairs has observed early signs of a global trend toward using such technologies to track the movements of marginalized communities. In the absence of legal safeguards and ethical standards, this could restrict access to protection or essential services.
In this context, Imad Rukbi, Public Relations Manager for the Middle East and North Africa at the Organization, stated:
“Smart technologies have the potential to support humanitarian efforts in unprecedented ways, but without protection mechanisms, they may become a source of pressure rather than a tool for support.”
He emphasized that “the organization is working diligently to serve as a key connector and coordinator with international entities and companies operating in the AI field, ensuring that these tools are used to serve humanity first and to protect human beings before any technical or operational considerations.”

Strengthen transparency and ethical standards in the use of AI tools within humanitarian environments.

Sign memorandums of understanding with AI development companies to ensure their commitment to human rights in the design and application of such tools.

Support and fund technological projects that responsibly integrate AI to serve refugees and vulnerable communities.

Involve civil society organizations and academic institutions in shaping fair technology policies that focus on protection and accountability.
